<p>Die Gründungs-Geschichte der FED hat nichts mit Verschwörungstheorie zu tun, wirft aber auch bald 100 Jahre nach deren Schaffung einige Fragen auf. &#8211; denn sie ist seinerzeit von dominanten Bankiersfamilien gegründet worden und bis heute in Privatbesitz. Wir sind der Meinung, die FED sollte abgeschafft und durch eine von der US-Regierung zu 100 % kontrollierten Zentralbank ersetzt werden.</p>

<p>Wer oder was ist die Federal Reserve (FED) genau?</p>
<p>Anbei einen Auszug aus Wikipedia:</p>
<p><strong>„</strong>Das Federal Reserve System oft auch Federal Reserve oder Fed genannt, ist das Zentralbank-System der Vereinigten Staaten, das allgemein auch US-Notenbank genannt wird. Es besteht aus dem Board of Governors, zwölf regionalen Federal Reserve Banks und einer Vielzahl von Mitgliedsbanken und anderen Institutionen. Da die Mitgliedsbanken gleichzeitig die Eigentümer der Federal Reserve sind, das Direktorium aber vom Präsidenten der Vereinigten Staaten ernannt wird, ist das Federal Reserve System teils privat und teils staatlich strukturiert.</p>
<p>Das Federal Reserve System wurde am 23. Dezember 1913 vom Kongress der Vereinigten Staaten geschaffen, um ein „Zentralbanksystem zu etablieren, das so gestaltet wurde, dem nationalen Finanzsystem sowohl Flexibilität als auch Stärke hinzuzufügen“. Das Bundesgesetz sah ein System aus mehreren Regionalbanken und einem siebenköpfigen Verwaltungsrat vor. Banken, die auf nationaler Ebene agierten, mussten sich dem Federal Reserve System anschließen, anderen Banken war die Beteiligung freigestellt. Eigentümer der Regionalbanken sind die jeweiligen Mitgliedsbanken, die durch ihre Mitgliedschaft einerseits am Risiko der Regionalbanken beteiligt sind, andererseits aber auch jährliche Dividendenzahlungen erhalten. Wichtigstes Gremium des Fed ist das Federal Open Market Committee, das die Geld- und Währungspolitik der Vereinigten Staaten betreibt. Sein Vorsitzender war vom 11. August 1987 bis 31. Januar 2006 Alan Greenspan, am 1. Februar 2006 folgte ihm Ben Bernanke.<strong>“</strong></p>

<p>Um die Aussagen in der Einleitung zu verstehen, ist eine kleine Zeitreise zurück in die Gründungs-Geschichte der USA und dem Beginn des 20. Jahrhunderts unumgänglich.</p>
<p>Die US-Präsidenten Benjamin Franklin und Thomas Jefferson wehrten sich gegen die Einführung einer privaten Zentralbank zur Kontrolle der amerikanischen Währung. 1775 begann der amerikanische Unabhängigkeitskrieg, in dem die amerikanische Bevölkerung versuchte, sich der unterdrückenden englischen Monarchie zu entziehen. König Georg der III. von England verbietet die zinsfreien Währungen der amerikanischen Kolonien.</p>
<p>Nach dem Tode von Franklin wurde Alexander Hamilton Finanzminister und gründete die erste amerikanische Zentralbank genannt „First National Bank of United States“. Diese wurde nach dem Muster der damaligen Bank of England strukturiert. Die Zeit der zinslosen Darlehen für den Staat war damit besiegelt. In den nächsten 100 Jahren kam es mehrere Mal zum Zusammenbruch des Finanzsystems und der involvierten meist privatwirtschaftlich organisierten Notenbanken.</p>
<p>Die Gründungs-Geschichte der heutigen FED</p>
<p>Zu Beginn des 20. Jahrhunderts versuchten die herrschenden einflussreichen Familien erneut Gesetzte durchzubringen, welche die Schaffung einer neuen Zentralbank ermöglichten. Die Grundidee für die Gründung einer neuen Zentralbank stammte von dem deutschen Bankier Paul Warburg. Er war der ursprüngliche Teilhaber des Bankhauses Warburg in Hamburg und heiratete 1893 die Tochter des Salomon Loeb vom New Yorker Bankhaus Kuhn, Loeb &amp; Co.</p>
<p>Aber sie wussten, dass die Regierung und die Bevölkerung solcher Institutionen überdrüssig waren, also musste ein Zwischenfall inszeniert werden um die öffentliche Meinung zu ihren Gunsten und Vorhaben zu beeinflussen. 1907 verbreitete John Pierpont Morgan das Gerücht, dass das Finanzinstitut Lincoln Trust in Schieflage geraten sei. Morgan wusste, dass das eine Massenpanik auslösen würde und auch andere Banken in Mitleidenschaft ziehen würde. Er hatte richtig kalkuliert und die Bevölkerung stürmten die Banken, um ihre Vermögen in Sicherheit zu bringen. Das hatte zur Folge, dass die Banken ausstehende Kredite kündigen und die Schuldner zum Teil ihren Besitz zu Schleuderpreisen veräussern mussten. Das führte zu einer Spirale von Bankrotten. J.P. Morgan organisierte sich während dieser Finanzkrise mit ein paar anderen Bankinstituten und nutzte die Situation sehr geschickt und zu seinen Gunsten aus.</p>
<p>Paul Warburg war nach der Bankenkrise mehrere Jahre damit beschäftigt, eine Bankenreform auszuarbeiten und wurde dabei von Senator Nelson D. Aldrich unterstützt. Die Basis für den noch heute gültigen Federal Reserve Act entstand 1910 bei einem geheimen Treffen auf einem Privatgrundstück J.P. Morgans, auf Jekyll Island (Georgia). Gemäss Recherchen von Herbert G. Dorsey waren bei diesem Treffen folgende Personen anwesend:</p>
<p>Henry Davidson (Partner der J.R. Morgan Bank), Charles Norton (Präsident der Morgans First National Bank) A. Piatt Andrew, Nelson Aldrich (Senator), Frank Vanderlip, (Präsident der Khun Loeb &amp; Co), Paul Warburg und Benjamin Strong (Morgans Bankers Trust Co).</p>
<p>Nelson Aldrich war nicht nur bei dem geheimen Treffen anwesend, sondern leitete gleichzeitig die Untersuchungen der Finanzkrise. Auf Grund der Untersuchungs-Resultate schlug er die Gründung einer Zentralbank vor, welche künftig bei Panik an den Finanzmärkten intervenieren könne. Er scheiterte auf Grund seiner bekannten und tiefen Verbindungen in die Finanzwelt. Die Mehrheit der Kongress-Abgeordneten wurden misstrauisch und lehnten den „Federal Reserve Act“ in einer ersten Runde ab. Das Bank-Kartell gab jedoch nicht so schnell auf und liess sich nicht entmutigen. Sie verhalfen bei den Präsidentschaftswahlen von 1912 mit enormen Wahlspenden dem demokratischen Kandidaten Woodrow Wilson ins Amt. Dieser versprach den potentiellen Wählern, ein amerikanische Geldsystem, welches nicht von internationalen Bankiers gesteuert würde.</p>
<p>Aber bereits am 23. Dezember 1913 gelangte der leicht modifizierte „Federal Reserve Act“, mit Unterstützung von Präsident Wilson, erneut zur Abstimmung. Der Zeitpunkt der Abstimmung wurde geschickt gewählt, denn viele Abgeordnete waren bereits im Weihnachtsurlaub.</p>
<p>Der „Federal Reseve Act“ wurde später durch den Artikel 16 ergänzt, welche es dem Kongress von nun an ermöglichte, das persönliche Einkommen der US-Bürger zu besteuern. Dies war das erste Mal in der amerikanischen Geschichte, dass das Volk Einkommenssteuer entrichten musste. Seit der Gründung der FED hat die amerikanische Regierung – ohne grosse Gegenwehr – die Geldhoheit über den US Dollar in die Hände internationaler Privater Bankiers abgegeben. </p>
<p>Wer besitzt die Federal Reserve?</p>
<p>Die „Federal Reserve Bank“ ist so wenig „Federal“ wie zum Beispiel Federal Express sondern eine privatwirtschaftlich organisierte Institution. Der US Präsident hat lediglich ein Mitspracherecht bei der Wahl des Direktoriums der FED. Die wichtigsten Aktien-Besitzer der FED sind oder waren:</p>
<p><strong>· Rothschild Banken aus London und Paris</strong></p>
<p><strong>· Lazard Brothers Bank aus Paris</strong></p>
<p><strong>· Israel Moses Seif Bank aus Italien</strong></p>
<p><strong>· Warburg Bank aus Amsterdam und Hamburg</strong></p>
<p><strong>· Lehmann Bank aus New York</strong></p>
<p><strong>· Khun Loeb Bank aus New York</strong></p>
<p><strong>· Rockefellers Chase Manhattan Bank aus New York.</strong></p>
<p><strong>· </strong><strong>Goldman Sachs Bank aus New York</strong></p>
<p>Das „Komitee des offenen Marktes“ (FOMC) der FED produziert sogenannte Federal Reserve Noten (die Dollarscheine). Diese Noten werden dann in Form von Obligationen (Schuldverschreibungen) der US-Regierung verliehen, welche der FED als Sicherheit dienen. Die Obligationen werden durch die zwölf regionalen FED-Banken gehalten, welche wiederum die jährlichen Zinsen darauf beziehen. 1992 betrug die Summe solcher Obligationen bereits USD 5‘000‘000‘000‘000 und die Zinsen welche die US Regierung und in letzter Konsequenz die amerikanische Bevölkerung – finanziert durch Steuergelder – bezahlt, fliesst direkt in die Taschen der Besitzer der FED und damit zu den internationalen mächtigen privaten Bankiers. Der Zinsbetrag ist unterdessen auf mehrere Hundert Milliarden US Dollar angewachsen.</p>
<p>Heute geht man davon aus, dass die Rockefeller-Bankengruppe 22 % der Aktien der Federal Reserve Bank of New York und 53 % der Anteile am gesamten Federal-Reserve-System hält. Die Bank of Japan als einer der wichtigsten Käufer von US-Staatsanleihen soll rund 8 % besitzen. Der Anteil welche rein amerikanische Banken halten, beträgt 66 % und die europäischen Bankiers kommen auf einen Anteil von 26%.</p>
<p>Was passiert wenn man nicht „mitmacht“?</p>
<p>Als Präsident Abraham Lincoln zur Finanzierung des Bürgerkriegs 1861 Geld brauchte und ihm die Kredite der Rothschild-Banken zu teuer waren, ließ er eigene Dollarnoten drucken – den „Greenback“. Das war eine unkluge Entscheidung von Lincoln und er bezahlte dafür mit seinem Leben. 1865 wurde er von einem Einzeltäter erschossen, der seinerseits auf der Flucht gleichfalls erschossen wurde. Der Nachfolger von A. Lincoln war A. Johnson, der interessanterweise die Produktion des „Greenbacks“ einstellte.</p>
<p>Der nächste Präsident, der das Geldmonopol verstaatlichen wollte, war John F. Kennedy. Nur wenige Monate vor seiner Ermordung soll &#8211; gemäss Zeugenaussagen &#8211; sein Vater Joseph Kennedy ihn gebeten und gewarnt haben, davon abzulassen, da er ansonsten umgebracht würde.</p>
<p>John F. Kennedy wollte davon aber nichts wissen und am 4. Juni 1963 hat er die „Executive Order Nummer 11110“ unterzeichnet. Die „Executive Order 11110“ sollte die „Executive Order Number 10289“ annullieren und hätte bewirkt, dass die Geldhoheit verstaatlicht worden wäre. 1963 waren bereits über USD 4 Milliarden der sogenannten „United States Notes“ in den Geld-Umlauf gebracht worden und grosse Mengen warteten bereits in der Druckerei auf Auslieferung.</p>
<p>Am 22. November 1963 &#8211; 100 Jahre nach Lincoln – wurde JFK interessanterweise ebenfalls von einem Einzeltäter erschossen. Und zufälligerweise wurde dieser auch kurze Zeit nach dem Attentat ebenfalls niedergeschossen. Der Nachfolger von John F. Kennedy hiess ebenfalls Johnson und auch der stoppte die Banknotenproduktion sofort.</p>
<p>Dear Mr. President Obama, schaffe die FED ab!</p>
<p>Abgesehen von den opulenten Rettungs-Paketen, sollte die FED abgeschafft werden und die US Regierung die Geldhoheit verstaatlichen und übernehmen sollte. Unterdessen wird der grösste Teil der Steuereinnahmen für die Zinszahlungen an die FED gebraucht. Da die FED ein privatwirtschaftliches Unternehmen ist und die Geldhoheit über den US Dollar beansprucht, ist der Dollar per Definition nichts anderes als die private Währung des Banken-Kartells, welche hinter dem FED steht.</p>
<p>Das FED-Kartell wird auch im 21. Jahrhundert genau so wenig Freude an solchen Plänen haben und würde sich ähnlich zur Wehr setzen wie schon in der Vergangenheit. Die momentane Finanz- und Wirtschaftskrise wird aber mit weiteren Rettungs-Paketen alleine nicht zu bewältigen sein. Möchte der neue Präsident die Krise ernsthaft in den Griff kriegen, führt kein Weg an Währungsreformen vorbei. Dass die FED letzte Woche angekündigt hat, langfristige US Staatsanleihen zu kaufen, könnte darauf hindeuten, dass sich wirklich bald etwas Weltbewegendes verändern könnte.</p>
<p>Falls die FED-Kartell-Banken nicht kooperativ sind, könnte es durchaus sein, dass zum Beispiel China keine US Staatsanleihen mehr dazukauft. Der chinesische Premierminister Wen Jibao hat sich letzte Wochenende beim Treffen mit Amtskollege Gordon Brown wie folgt geäussert: „Ob wir in Zukunft mehr Bonds kaufen werden, und falls dies geschieht – wie viel mehr, diese Entscheidung werden wir in Übereinstimmung mit den eigenen chinesischen Bedürfnissen abstimmen – in Zusammenhang mit unserem Ziel, unsere Währungsreserven zu sichern und ihren Wert zu erhalten“. Falls die Chinesen tatsächlich keine US-Staatsanleihen mehr kaufen oder sogar zurückverkaufen, dürfte das schwerwiegende Folgen für den US Dollar haben.</p>
<p>Die Abschaffung der FED und Gründung einer staatlichen US Notenbank, wäre DIE Chance für den Präsidenten Barack Obama und die amerikanische Bevölkerung, nicht nur die Wirtschaftskrise in den Griff zu kriegen, sondern gestärkt aus dieser herauszukommen. Eine Abwertung des US Dollar und/oder die gleichzeitige Einführung einer neuen Währung (AMERO), hätten den grossen Vorteil, dass sich die Schuldenlast durch den Währungsschnitt massiv reduzieren würde. Dazukommt, dass die USA als Produktions-Standort wieder extrem attraktiv würde. Dear Mr. President Obama, schaffe die FED ab, YES YOU SHOULD!</p>

<p>Die Nachricht kam wie aus heiterem Himmel. Wie jeden Tag waren die Isländer auch heute auf der Straße, um gegen die Regierung zu demonstrieren. Die Partei von Premierminister Geir Haarde hatte eine Routinesitzung in ihrer Zentrale. Draußen standen die Demonstranten, pfiffen, machten Lärm. Die Politiker sollten wissen, dass sie da waren.</p>
<p>Doch dann, kurz vor 12 Uhr isländischer Zeit (14 Uhr MEZ), kam ein Mitarbeiter der Unabhängigkeitspartei nach draußen, bat sie um Ruhe. &quot;Soeben hat Geir Haarde angekündigt, dass er sein Amt als unser Parteivorsitzender niederlegt. Er hat Krebs und muss dringend operiert werden&quot;, teilte er mit. Die Menge vor dem Parteisitz verstummte. &quot;Außerdem schlägt er in Absprache mit den Sozialdemokraten Neuwahlen für den 9. Mai vor.&quot; Es war das, was die Demonstranten seit Monaten gefordert hatten. Doch jetzt konnte keiner jubeln.</p>
<h4>Langes Taktieren</h4>
<p>Gestern noch hatte sich der Premierminister vehement gegen Neuwahlen im Frühjahr ausgesprochen. Er wusste wohl, dass vorgezogene Wahlen nicht mehr zu verhindern waren, nachdem sich immer mehr Sozialdemokraten dafür aussprachen. Die Koalition schien kurz vor dem Auseinanderbrechen. The £200bn insurance scheme is not for the culpable banks, but for their innocent customers, ministers will say.</p>
<p>The tone towards the banks is becoming more aggressive. Gordon Brown and a phalanx of ministers will say they share the frustration of the public at the irresponsibility of past lending practices, the slowness with which they have revealed their debts and their stubborn refusal in the past few months to release credit.</p>

<p>The tactics, however, betray a nervousness in <a href="http://www.guardian.co.uk/politics/labour">Labour</a> circles that the public will simply not understand why there is a second tranche of help going to Britain&#8217;s bankers, who have already received billions of pounds of loans, guarantees and capital. There is also a worry that Brown&#8217;s inadvertent title as saviour of the world might be slipping.</p>
<p>Opinion polls show government popularity falling in the new year. David Cameron may be internationally isolated in his opposition to a fiscal stimulus, but it does not seem to be hurting him. A YouGov poll in the Sunday Times showed Cameron&#8217;s Tories rising four points to take a 13-point lead.</p>
<p>Privately, something close to desperation is starting to develop inside government. After watching the slide in bank shares on Friday, one cabinet minister did not altogether joke when he said: &quot;The banks are fucked, we&#8217;re fucked, the country&#8217;s fucked.&quot;</p>
<p>Speaking at a Fabian Society gathering at the weekend, Lord Mandelson was typically and disarmingly frank. &quot;I&#8217;m not going to say to you I think we&#8217;ve now at least reached a set of measures and actions that almost for sure are going to work.&quot;</p>
<p>Referring to the banks, he said: &quot;What they&#8217;ve got themselves into is so complex technically, so challenging that nobody responsible would say that this is all that needs to be done in order to put right what has gone wrong. &quot;It&#8217;s going to take more time, it&#8217;s going to take more ingenuity.&quot;</p>
<p>Despite the polls and the myriad concerns over the banks, many cabinet ministers hope the current crises will ultimately expose the Tories as intellectually bankrupt.</p>
<p>At the Fabian conference, Ed Miliband and James Purnell likened the last six months to the winter of discontent in 1979. An ideological watershed had been reached, they argued.</p>
<p>&quot;I think there is no question that 2008 will be seen as a similar historical moment,&quot; said Miliband. &quot;This is a moment of profound crisis for the idea that, in economics, as far as possible we should leave markets to their own devices; the idea that government is the problem not the solution.&quot;</p>
<p>Purnell, from a more New Labour position, said: &quot;For the last 30 or so years, politics in Britain has been determined by the image of the winter of discontent. The idea of achieving a fairer society through state action was damaged. I think that unbalanced politics. I don&#8217;t think we will rebalance to the other side, where markets are entirely dismissed, but I think we can have a more balanced politics as a result.&quot;</p>
<p>Douglas Alexander, the international development secretary, added: &quot;I think the real opportunity for the Labour party is to say that we did not just witness the demise of individual institutions, we ultimately witnessed the demise of an ideology that says that the only role for government is always to get out of the way and that the right response to a financial crisis is to nudge, privatise and deregulate.&quot;</p>
<p>Yet, on the evidence so far, the public have not yet bought these somewhat abstract notions, and Cameron will not make the mistake of siding with bankers or opposing better regulation.</p>
<p>Last week Cameron met William Buiter, the economist who is a keen advocate of better regulation.</p>
<p>Buiter, according to Cameron, told him &quot;the last time we built up this much debt was when we were fighting &#8230; half of Europe. This time we&#8217;ve done it on our own. It&#8217;s quite a chilling thought. This is my worry is that it&#8217;s like the man in the casino has lost it all on red and you know &#8230; what&#8217;s to stop Gordon putting it all on red all over again?&quot;</p>
<p>Brown, however, will do so today, and who knows if he will win.</p>

<p>Foreign Minister Frank-Walter Steinmeier offered the team to Egyptian president Hosni Mubarak during a meeting at the weekend.</p>
<p>Steinmeier warned that elements in Iran were putting themselves forwards as representatives of Palestinian interests, and said this was a dangerous development.</p>
<p>Talking to the <i>Welt am Sonntag</i> he said, “Many of the people I have talked with in the Middle East tell me that Iran threatens to become the big winner of the Gaza conflict.</p>
<p>“And in fact, Teheran is taking on the role of agent of Palestinian interests in many parts of the Arab world. I consider this a very dangerous development. Another reason to reach a complete and lasting ceasefire as fast as possible.”</p>
<p>He said the expert team would be sent to Egypt as soon as possible.</p>
<p>He said he understood how the Israeli government could not accept the status quo, saying rockets had been fired onto Israeli territory for months, and that the international community should not leave the country to face such attacks alone.</p>
<p>At the same time, he said he doubted that military action would produce sustainable progress, calling for a politically-based ceasefire.    <br />At least 35,000 people demonstrated across Germany on Saturday for a cease-fire in the Gaza strip.</p>
<p>Turkish-Islamic organisations had called for people to show their opposition to the Israeli attack and partial invasion.    <br />The largest demonstration was in Duisburg, where around 10,000 turned out in chilly temperatures to show their opposition, while in Berlin around 8,500 people did the same.</p>
<p>Around 5,000 demonstrated in Mainz, some calling for the UN to intervene. </p>

<p>The decision by the United States to deploy interceptor missiles in Poland and a radar system in the Czech Republic has angered Moscow, which says Russia&#8217;s national security will be compromised by the U.S. anti-missile system.</p>

<p>Colonel-General Nikolai Solovtsov, Commander of Russia&#8217;s Strategic Missile Forces, was quoted by Interfax as saying that Russia had bolstered its efforts to develop new missiles.</p>
<p>&quot;At the present time, work has been intensified to create the research and technical foundation for new missile systems, which will be needed after 2020,&quot; Solovtsov said.</p>
<p>A few hours later, the Dmitry Donskoy nuclear submarine launched a Bulava intercontinental ballistic missile from the White Sea, a navy spokesman said. The missile hit the Kura testing site on the Kamchatka peninsula in the Pacific.</p>
<p>Russia&#8217;s RIA news agency quoted an unidentified source in the Defense Ministry as saying it was the most successful test of the Bulava to date, after a string of failures and delays.</p>

Several launches of the Bulava, which is designed for Russia&#8217;s new generation of Borei class nuclear submarines, have failed however.</p>
<p>Russian President Dmitry Medvedev announced on November 5 that Moscow would install Iskander short-range missile systems near the Polish border if Washington proceeds with its missile plans.</p>
<p>Medvedev also said Russia would try to electronically jam the U.S. system.</p>
<p>Russia&#8217;s relations with Washington this year hit their lowest ebb since the 1991 collapse of the Soviet Union after a row over the war against U.S. ally Georgia and Moscow&#8217;s recognition of two Georgian rebel regions as independent states.</p>
<p>Kremlin officials say the U.S. has failed to listen to their concerns about the missile shield, which Washington says is needed to protect against &quot;rogue states&quot; such as Iran.</p>
<p>Russia&#8217;s missile forces commander said the first of a new generation of Russian RS-24 intercontinental ballistic missiles would enter service in December 2009, Interfax reported.</p>
<p>Russia test fired one of the RS-24 missiles on November 26, the third such test in two years.</p>
<p>Russian generals say the RS-24 can pierce any anti-missile system. It can be armed with up to 10 different warheads and is intended to replace Russia&#8217;s earlier generation intercontinental missiles such as the RS-18 and RS-20.</p>
<p>Solovtsov said the global financial crisis probably would impose some limits on funding, although Russia would test 13 missiles next year, almost double the seven tests this year, Interfax reported.</p>
<p>&quot;Due to the world financial crisis, certain resource restrictions will be applied but still the (missile) force should be able to fulfill its duties,&quot; he was quoted as saying.</p>
<p>Civilian personnel in Russia&#8217;s military forces also will be cut by 150,000 to 600,000 as part of ongoing reforms to defense structures, Interfax separately reported, quoting a source in the Defense Ministry.</p>

<p>As the countries&#8217; currency pegs again come under the spotlight, the authorities are expected to hang on to them at all costs, but this means people face the prospect of a back-door &#8220;devaluation&#8221; and hardship via falling wages and prices.</p>
<p>The currencies of Estonia, Latvia and Lithuania are all pegged to the euro and stable exchange rates have been one of their economic bedrocks since the fall of the Soviet Union.</p>
<p>If that link were broken people&#8217;s debts would become much more expensive to service and confidence would take a huge blow.</p>
<p>Latvia is the most extreme example, with its yo-yo like economy expanding in double digits over the last two years and sliding four percent in the third quarter of 2008. The culprit is a huge influx of credit, which dried up in the global financial crisis.</p>
<p>But Lithuania and Estonia are also vulnerable to protracted problems.</p>
<p>&#8220;Latvia faces a very serious recession, it is only just beginning,&#8221; said Morten Hansen, economics professor at the Stockholm School of Economics in Riga. &#8220;It is only just beginning for all three (Baltic states).&#8221;<br />Latvia is now clearly seen as most risky of the three former Soviet nations as Standard &amp; Poor&#8217;s on Monday downgraded the country&#8217;s debt rating to BBB- in the wake of the rescue of second-largest bank Parex, just one step away from junk status.</p>
<p>The fear is that Latvia will have to bail out more banks, putting an intolerable strain on finances, already feeling the impact of falling revenues with a rising budget deficit.</p>
<p>In the worst case, Latvia might need aid from the International Monetary Fund (IMF) or the European Union, though policy makers have said this is not on the cards at the moment.</p>
<p>Estonia and Lithuania are less vulnerable to bank problems as their financial sectors are more dominated by the Nordic banks like Swedbank, SEB and Nordea, whose presence in general in the region is seen as the ultimate rock of stability in terms of future lending.</p>
<p>Such a feeling was summed up by Estonian business daily Aripaev: &#8220;Thank God Estonia&#8217;s four biggest banks are owned by the big Nordic banks.&#8221;</p>
<p>But these banks have also felt the backlash of the global turmoil and are expected to be ultra-conservative in new loans for the Balts, meaning a new consumer-driven boom is unlikely. Export markets, even Russia, are also suffering.</p>
<p>&#8220;The bigger picture is that the legacy of the consumer credit boom has altered the economy to domestic demand and now it needs to re-balance towards exports, manufacturing, industry,&#8221; said Capital Economics analyst Neil Shearing.</p>
<h4>NO DEVALUATION, JUST RECESSION</h4>
<p>Sustainability of the Baltic currency pegs is now being increasingly questioned.<br />However, a big currency mismatch as people borrowed heavily in foreign currencies, mainly the euro, during the credit boom, rather than their more expensive local currencies, means that a devaluation would be a personal financial disaster for many.</p>
<p>&#8220;They are in between a rock and a hard place,&#8221; said Shearing. The expectation of most people is that the central banks will fight as long as possible to keep the currencies pegged.&#8221;</p>
<p>What that means is that the structural alterations to make their exports competitive and lead to future growth will likely have to come through falling real wages and prices, leading to a slump likely to last several years.</p>
<p>&#8220;We could see a domestic &#8216;devaluation&#8217; where the populations would have lower nominal wages, like we have seen in the airline industry, and we would need to see higher productivity and lower wage costs,&#8221; said Handelsbanken analyst Gunnar Tersman.</p>
<p>&#8220;The slump will not last a long time. It will not be a 10-year, Japan-like slump. The question is (whether) the cost levels are too high. But we are not in that position yet. It will take another year or two to know,&#8221; he said.</p>
<p>In the meantime, people are worried.</p>
<p>&#8220;Yes, I am worried, but not about the banks,&#8221; said Estonian mother of two Katrin Lilleorg, 31. &#8220;I am more worried about my husband&#8217;s job and our heating bills. I think it will be a hard time.&#8221; </p>

<p>The gas is used to put out fires as it removes oxygen from the air.</p>
<p>The accident on the Nerpa, or Akula-class, attack vessel occurred during sea trials in the Sea of Japan.</p>
<p>Three seamen were among those killed in the accident, which happened in the nose of the submarine, officials said.</p>
<p>But the nuclear reactor, which is in the stern, was not affected and there was no radiation leak, Russian Pacific Fleet spokesman Igor Dygalo said.</p>
<p>The submarine is due to be leased to India, and Indian naval personnel were due to travel to Vladivostok earlier this month to train on board the submarine ahead of its transfer, according to the website Indian Defence.</p>
<p><strong>&#8216;Overcrowded&#8217; vessel</strong></p>
<p>Preliminary results suggested that the &#8220;unsanctioned activation&#8221; of the firefighting system caused the tragedy, Russian investigators said on Monday.</p>
<p>However, they said that it was still unclear what triggered the system. The submarine had 208 people aboard, 81 of whom were servicemen.</p>
<p>However, a vessel of this type usually carries only 73 people, Russian expert Ruslan Pukhov was quoted as saying by the Ekho Moskvy radio.</p>
<p>Several former Russian mariners have suggested that overcrowding and inexperience of the civilian personnel &#8211; engineers and shipyard workers &#8211; in dealing with the breathing apparatus may have elevated the death toll.</p>
<p>&#8220;I cannot exclude that among those civilians who found themselves on board, not everyone had the equipment and that those who did may not have known how to use it,&#8221; former navy captain Gennady Illarionov was quoted as saying by Russia&#8217;s Ria Novosti news agency.</p>
<p>Some reports in the Russian media also say that a siren warning may have failed when the firefighting system activated.</p>
<p>Freon gas removes oxygen from the air &#8211; to put out the fire &#8211; but if anyone is still trapped inside that area, they face suffocation.</p>
<p>Russia&#8217;s worst submarine disaster happened in August 2000, when the nuclear-powered Kursk sank in the Barents Sea. All 118 people on board died.</p>
<p>The then president, Vladimir Putin, was criticised for being slow to react to the incident and reluctant to call in foreign assistance.</p>

<p>How slow we were to wake up to the first war of the 21st century. How long it took – to the point of indifference – for us to notice the plight of Georgia, the Russian tanks chewing up roads, bridges and houses. Even the implications of the intensive bombing of the oil pipeline from Azerbaijan through Georgia to Turkey and the West seemed not to sink in very quickly.</p>
<p>The words ‘freedom&#8217; and ‘democracy&#8217; started to be uttered only once Russian tanks were 30 kilometres from Tbilisi. The inhabitants of the capital were by then hiding in underground shelters, expecting the worst.</p>
<p>Are we, Europeans living in the cradle of freedom and democracy, to allow all this taking place in the 21st century? Is it to be recognised as normal?</p>
<p>The Sarkozy-Medvedev plan at least stopped the tanks. It was a bold, immediate and correct move towards saving a small independent democratic country from the big player of the Cold War era. The second step was a commitment to rebuild a young democracy and to commit European public money to doing so; European taxpayers&#8217; money.</p>
<p>But I fear that we are on a fast track to legitimise the occupation of a sovereign European country. For the occupation troops are still in Georgia, despite the Kremlin&#8217;s promises.</p>
<p>Russia has not only recognised the independence of South Ossetia and Abkhazia, sovereign parts of Georgia, but actually increased the number of ‘peacekeeping&#8217; troops in those areas internationally recognised as part of Georgia.</p>
<p>Having made large strides into Georgia, the Kremlin presented its small steps back as an enormous sacrifice in the interests of stabilising Georgia. Russian ‘peacekeepers&#8217; are still in Georgia in excessive numbers and no one dares even to ask them to pull out and to question what they are doing there. And why we, Europeans, are so shy.</p>
<p>The truth is that the Kremlin has brushed aside the provisions of the Sarkozy-Medvedev agreements of 12 August and 8 September. We stopped the tanks, but not the occupation and division of a UN member state, a close ally of the EU and NATO and a country in which the rest of Europe, and the world&#8217;s energy community, have huge interests.</p>
<p>This looks very like 1940 in the Baltics all over again. Are the new elites in Russia to be allowed to trample once again over European values? If yes, where do they stop?</p>
<p>It appears strange to me not to insist on promises being kept. Failure to do so is a clear signal to the Kremlin that its triumphalism will not be challenged, that the Europeans do not make trouble if the Kremlin breaks the rules.</p>
<p>What sense does it make for us to accept this mockery, or to go along with the proposal of ‘business as usual&#8217; as if nothing had happened?</p>
<p>It is much too early to resume talks on a new EU-Russia partnership agreement. “Until troops have withdrawn to the positions held prior to 7 August, meetings on the negotiation of the partnership agreement will be postponed,” the EU pronounced on 1 September.</p>
<p>Resuming the talks now would expose the EU&#8217;s weaknesses for all to see. That would be a disaster. Today&#8217;s troubled world needs a strong EU, ready to provide guidance, hope and inspiration in the face of rising global challenges – not a collection of member states united only by their agreement to disagree.</p>

<p><a href="http://www.consilium.europa.eu/ueDocs/cms_Data/docs/pressData/en/gena/103941.pdf">EU foreign ministers overruled objections from Lithuania</a>, which claimed that Moscow continues to violate the EU-brokered peace deal that ended the Georgian war in early August.<br />The decision was a victory for France, which holds the EU presidency and had pushed hard to relaunch the talks in an effort to improve relations with Moscow. The proposed partnership deal would include closer cooperation in fields such as law-enforcement, immigration, food safety, trade, human rights and democratic reforms.<br />Most EU nations see the resumption of the talks as a way to defuse tension with Russia, which were highlighted last week when President Dmitry Medvedev threatened to deploy short-range missiles close to the Polish and Lithuanian borders in response to US plans for anti-missile installations in eastern Europe.<br />Lithuania argued, however, that the Kremlin has failed to respect truce terms that call on Russian and Georgian troops to return to positions held before the war.<br />The EU had tried for weeks to secure the agreement of all 27 members in order to present a united front.<br />Moscow has been resisting EU pressure that it open up its energy sector to more foreign investment and its ambassador to the EU indicated the talks will be tough.<br />&#8220;Any concessions by Russia are out of the question,&#8221; Vladimir Chizhov was quoted telling the Itar-Tass news agency. He added that the EU&#8217;s failure to agree a united position &#8220;does not strengthen its image&#8221; in Russian eyes.<br />EU External Relations Commissioner Benita Ferrero-Waldner said no date had been set for the negotiations.<br />France said the EU would continue to watch Russian actions closely.<br />&#8220;We expect reasonable behavior from Russia, respecting all its engagements to restore confidence,&#8221; it said. &#8220;We will remain vigilant, including on the question of (Russia&#8217;s) neighbors.&#8221;</p>
